The world famous Atlantic City Boardwalk will be extended to the Historic Gardner’s Basin Area. When completed, the Flagship Resort will have direct boardwalk access.

Connecting to the Flagship’s 2nd floor will be an exclusive deck overlooking the most beautiful views in the city. The deck will feature a full bar and be available for catered events and parties as well as being a great place to be and be seen while visiting Atlantic City.

Bruce & Deborah Kaye

The success story of Bruce Kaye, Founder and Owner of FantaSea Resorts, is one that was not an accident but the pure product of hard work, unique talent and keen business vision. With over 50 years experience, Chief Executive Officer Bruce Kaye has been a prominent real estate developer since the age of 21 years old.

Born and raised in Brooklyn, NY, Bruce Kaye got his first taste of entrepreneurship at the young age of nine while working in his father’s drug store. He immediately knew he had a gift for sales and a desire to develop new and innovative ways of growing new businesses. In only two years he became one of Florida’s largest private land developers.

Already a business jet setter in his early twenties, Mr. Kaye partnered with the Prikzer Family who owned the Hyatt Hotel chain, the largest in the world and two years later joined the American Stock Exchange under the name Roland International. By the mid-1970’s he acquired the world-renowned Fontainebleau Hotel in Miami Beach and two years later developed the 1.1-million-square-foot Miami International Mall.

Mr. Kaye went on to develop many other significant projects including The Grand Bay Hotel and Resort in Coconut Grove and the Ranch at Steamboat Springs Colorado. He also joined into a partnership with Equitable Life Insurance Company and Hudson Bay Company of Canada. With Hudson Bay he developed the Villages of Homestead on a 15,000-acre site in Homestead, Florida. In 1993, Mr. Kaye grew his portfolio with General Development; a New York Stock Exchange Company valued in excess of $700 million and became the sole proprietor in 1996.

Today, Mr. Kaye continues to follow his passion for Atlantic City development as his company FantaSea Resorts is the #1 privately owned vacation ownership company in the Eastern United States.

Roxanne Passarella

Roxanne is President at FantaSea Resorts. Her role with the company began ten years ago. After graduating from the school of law from Widener University in Delaware, she went on to form part of In House Council at FantaSea Resorts. In her current role, she oversees all operational departments throughout the company and its three resort properties.


“FantaSea Resorts is committed to the growth of Atlantic City and supports the philanthropic work of local and national organizations that directly benefit the community. As an advocate for children’s support groups, the company has partnered with the Atlantic City Boys and Girls Club and founded its Champions of Youth program which offers mentorship opportunities, case management advocacy, tutoring, community building, health related support and college/career counseling to high school students. FantaSea Resorts is also a supporter of the organization Pass It On, founded by a former employee of the company. Pass It On is a local outreach program that assists dozens of homeless people living in area motels by locating affordable housing opportunities and providing transitional assistance.”
